Meaningful Use Monitor (MUM) is a combination of a tool and support service for process hospitals should follow to diligently validate their EHR capabilities under the HITECH Stimulus law. Many hospitals will involve EHR vendors or consultants in doing an early stage assessment. Use MUM to convert a single point in time analysis to a continuous evaluation of your ongoing EHR improvements against the continuously evolving HITECH criteria. If, like many hospitals, you involve multiple EHR vendors, MUM is the perfect vehicle to coordinate their analyses as well. Here’s how MUM helps …
Monitor
Whether or not you have someone dedicated to tracking the ongoing webinars, committees and workgroup meetings by ONCHIT, DHHS and CMS, it helps to have a reliable place to keep track of what the government teams publish. Your internal experts can save time and validate their own observations by relying on our database of specific requirements, decomposed into specific decisions with guidelines as to whether you are green, yellow or red. Each time requirements are updated by the government, we push actionable, decision quality data into your dashboard, identifying whether or not your team has yet evaluated themselves on each requirement.
Customize
The transition from “we understand the government’s criteria” to “we know the details of our compliance situation” will require work, and migrating knowledge from one expert, to a team. MUM provides a communication framework by which your internal expert can use the government-defined criteria, and if necessary, convert the language and content into terminology relevant to your institution. You will get a much better self-assessment, when criteria are clearly explained relative to your clinical department and EHR nomenclature, and when scoring guidelines are explicitly stated in terms your team relates to.
Measure
The most important thing to do now is a well-though-out Gap Assessment. The MUM framework simplifies a complex process of educating assessment teams on what they need to do, with what data, and when they need to do it. You don’t have to create spreadsheets, Word Documents or databases of your own, and teach people how to use them. We’ll handle that for you, and teach your teams how to clearly and easily evaluate their departments against government guidelines, resulting with real-time, ongoing visibility into your assessment process and results.
Correct
You might not meet all the HITECH criteria right away. The MUM-driven Gap Assessment identifies where each clinical department fails to meet a government criterion. For each shortfall, MUM requires a mitigation strategy, with specific action steps containing status information, target dates and accountability. As information changes, it is a snap to update the MUM dashboard, keeping executives, managers and everyone else current.
Prove
Your Compliance Officers will love MUM’s ability to tie each department’s proof of compliance to each individual requirement. You’ll be able to tell who declared a requirement as fulfilled, when it happened, and point to the specific report, process flow, screen shots or other proof that will convince an auditor that your use of and EHR feature is really adequate for HITECH funding. And requiring proof inherently imparts the sense of diligence across your team that means “no surprises” when it actually comes time to file for funding.
Communicate
“What gets Measured, Gets Managed”. Making sure that your EHR timeline is aligned with the governments funding criteria timeline will be simple, if the data is visually presented in a real-time, understandable format accessible to relevant parties. We’ve structured the MUM Dashboard to work well on a detail operational level. It also provides a convenient, clear, actionable snapshot that crisply clips into your quarterly board of directors package, quickly showing your process and status of how you are staying on top of this important issue.
